Board of Regents
The Board of Regents is the governing board for Oklahoma City Community College. Members of the board are appointed by the governor of the state of Oklahoma for a seven-year term or as designated.
Using the purposes set out for community colleges by Oklahoma Statutes and the functions assigned by the Oklahoma State Regents for Higher Education, OCCC's Board of Regents develops the mission, vision, and priorities for the college.
David Echols
Board Chair
Term of office:
May 3, 2017 to April 22, 2031
Academic credentials:
In 1972, Mr. Echols graduated Phi Beta Kappa from the University of Oklahoma, with
a Bachelor of Arts degree, with distinction. He received a Juris Doctorate from Oklahoma
City University in 1978.
Biography:
Mr. Echols is the co-founder of Echols & Associates and has practiced law in south
Oklahoma City for 39 years, limiting his practice to all aspects of family law. He
is a Fellow in the American Academy of Matrimonial Lawyers and has been an AV-rated
attorney by Martindale Hubbell for more than 20 years. Mr. Echols is an adjunct law
professor at Oklahoma City University School of Law, where he teaches family law,
and he formerly taught family law and public policy to graduate and undergraduate
students at the University of Central Oklahoma. He frequently teaches and lectures
on the topic of family law to Oklahoma attorneys. He is actively involved in south
Oklahoma City community activities,and is on the Board of Directors of Parent Promise,
the Oklahoma Chapter of Prevent Child Abuse America.
Christie Burgin
Vice Chair

April 22, 2021 to April 22, 2028
Academic credentials:
Dr. Burgin holds a Ph.D. and a master’s degree in biostatistics from the University
of Oklahoma Health Sciences Center and a bachelor’s degree in medical technology from
East Central Oklahoma State University.
Biography:
Dr. Christie Burgin is the firm administrator for T.C. Burgin, CPA, PC. She joined
the firm in 2004, assuming the duties of staff management, overseeing client needs,
and workflow management. From 1999 to 2004, she was president and co-owner of Applied
Research Consultants Inc., a biostatistical consulting firm. Prior to returning to
graduate school, she worked as a medical technologist in medical laboratories, specializing
in hematology and chemistry. She and her husband reside in Oklahoma City.
Dominic Williams
Board Secretary

Academic credentials:
Mr. Williams received a Juris Doctorate from the Oklahoma City University School of
Law and a bachelor’s degree in political science and history from Lipscomb University.
Biography:
Dominic Williams serves as senior attorney and manager of Legal Operations for OGE
Energy Corp. and Oklahoma Gas and Electric Co., where he counsels on a wide range
of legal matters. A recipient of multiple regional and national honors, Dominic concentrates
his areas of practice primarily in business and corporate law, state and federal regulations
and administrative law, contracts, cybersecurity and data privacy matters, energy
law, and intellectual property. Dominic has a passion for education and the transformative
impact it can have students and communities. Born and raised in Tennessee, Dominic
now lives in Edmond with his wife, Molly, and daughter, Charlotte.
Jalal Farzaneh

April 23, 2020 to April 22, 2027
Academic credentials:
Mr. Farzaneh received his Bachelor’s of Science with Distinction in Environmental
Design in 1981 and his Master’s of Architecture in 1984, both from the University
of Oklahoma.
Biography:
Mr. Farzaneh moved to Oklahoma in 1978 to attend the University of Oklahoma. After
receiving his bachelor’s degree, he and his brother Mohammad co-founded Home Creations,
now one of the largest homebuilders in Oklahoma. Mr. Farzaneh is an advocate of peace,
equality, and coexistence through the mutual understanding of faith and diversity.
In addition to the extensive philanthropic work he has been involved in, Mr. Farzaneh
is the recipient of the Beacon Award, the Oklahoma City Humanitarian Award for Community
and Justice, the “Door Opener” award from the Aztec Charter School, the University
of Oklahoma’s board of regents “Outstanding Alumni Award,” Interfaith Alliance Humanitarian
Award, and the Oklahoma Conference of Churches ” Community Service Award. He holds
an honorary doctorate degree from the University of Oklahoma and was named 2018 honoree
of “The Most Admired CEO”. Mr. Farzaneh and his brother endowed several professorships
and scholarships at the University of Oklahoma, Oklahoma State University, Oklahoma
City University, and the University of Central Oklahoma. Mr. Farzaneh has been married
to his wife, Azam, for over 40 years and they have two sons and three grandchildren.
Ana Garcia

April 22, 2022 to April 22, 2029
Academic credentials:
Mrs. Garcia received her Bachelor of Science in Nursing with Academic Distinction
in May 2011 and her Master of Science in Nursing, Family Nurse Practitioner in May
2015, both from the University of Oklahoma.
Biography:
Mrs. Garcia is a native of Oklahoma, and she served as an intensive care nurse at
OU Medical Center until she received her master’s degree and became a family nurse
practitioner. Mrs. Garcia has served as a primary care provider in south Oklahoma
City since 2015. One of Mrs. Garcia’s passions is to represent the nursing and nurse
practitioner profession, and she serves as president of the Association of Oklahoma
Nurse Practitioners (AONP). She’s been recognized as an Achiever Under 40 by The Journal
Record (2019) and received the NextGen Under 30 Oklahoma award (2017). She has participated
in the Integris Medical Group Access Steering Committee (2018) and Leadership Oklahoma
City LOYAL Class X (2014-2015). Mrs. Garcia also proudly served as board member and
secretary for Variety Care Operations in 2014 and 2015. Mrs. Garcia resides in Oklahoma
City with her husband, Miguel, and they have two children whom they cherish and enjoy
as much as they can.
Mandy Hinkle
Term of office:
Oct. 1, 2021 to April 22, 2032
Academic credentials:
Mrs. Hinkle graduated cum laude with a bachelor’s degree in organizational leadership
from Southern Nazarene University.
Biography:
Mrs. Hinkle was appointed to the Board of Regents by Gov. Kevin Stitt in 2021. She
has over 20 years of experience managing various forms of large commercial real estate
properties and organizations. As the chief operations officer of Fleske Holding Co.,
Mandy provides direct oversight of the brokerage, management, development, investment,
and finance operations, as well as supporting the firm’s owners and investors to achieve
portfolio growth through development and acquisitions. Mandy previously served as
the senior property manager at Price Edwards & Co,m with direct responsibility for
BancFirst Tower, where she provided the operational oversight of the five-year, over
$100 million historic renovation, in addition to managing the administration and operations
of the BancFirst Tower. Mandy and her husband, Matt, an Oklahoma City councilman,
live in south Oklahoma City and share four children and four grandchildren.
Larry Wayne Houk Jr.
Term of office:
Oct. 20, 2023 to April 26, 2026
Academic credentials:
Dr. Houk earned his undergraduate degree from Harding University and his Doctor of Medicine degree from the University of Tennessee College of Medicine. He completed his residency in obstetrics and gynecology at the University of Oklahoma Health Sciences Center.
Biography:
Dr. Larry Wayne Houk Jr. is an esteemed obstetrician/gynecologist with over 31 years of diverse experience. Certified by the American Board of Obstetrics and Gynecology, he is also a Fellow of the American College of Obstetricians and Gynecologists. Dr. Houk has been affiliated with Integris Baptist Medical in Oklahoma City for 27 years. He practices at Integris Women’s care, dedicating his career to women’s health and wellness.
